Are you trying to make an AI speak?
That script would work but it might get cut off by another sound. There will be other sounds that want to play at the same time you wish to have your dialogue.
I am no Singleplayer Mapper, however I would write the event this way and use the "waveready" command. I would also give your wave a distance to be heard.
if ssnarea(9) and waveready() and never() then
wave("teds_a_legend.wav", 200)
endif
or
if ssnarea(10000,9) and waveready() and never() then
wave("I_like_boobies.wav", 200)
endif

LOL! Anyway Ted is right, although the script is "ssnwave" if you want that the wav is played from the mouth of the specified SSN and so the wav is affected by distance, or "ssnradio" if you want to hear the wav regardless of the distance from the SSN

I presume the 10000 is the single player ?

Exactly, the 10000 is always the player, it means your character, the one you are playing, speaks. Any other SSN is depending on the mission, your AI friendlies have a different SSN in each mission (it depends on how you created the map), and they can play wav files from their mouths, literally.
